Consumer Chemicals and Containers - Hydrogen Peroxide 3%
Hi everyone,
I recently received a compliance notification from Amazon Canada under the Consumer Chemicals and Containers Regulations (CCCR) for my Hydrogen Peroxide 3% listing.
Has anyone else dealt with this kind of compliance issue before? I’m finding it difficult to locate any labs or testing companies that offer product testing specific to this type of product.
Any guidance or recommendations would be greatly appreciated!
Thanks in advance.

I have the same issue, and I've called the labs amazon says does the testing and the labs say the testing Amazon is requiring is not required for this product.
I have 120 listings that may become inactive sometime in May due to Amazon's AI BS requirement.
I have contacted the brand owners that sell the product in Canada and their products are already fully compliant. We have uploaded the product labels as Amazon requires and Amazon rejects it everytime.
Can a forum moderator help out?

Hello @Seller_q19IEWXCmwL4V and @Seller_7LrAV0m5llaI7
Christine here from Amazon Forums.
I understand you're dealing with the CCCR compliance for Hydrogen Peroxide 3% - this is actually a common concern we're seeing lately in the Canadian marketplace.
First, don't panic! 😊 You're not alone in this. A few quick points that might help:
For Canadian CCCR compliance specifically for H2O2 3%, you'll need:
- Proper bilingual labeling (English/French)
- Required hazard symbols
- Child-resistant packaging certification
- Correct classification documentation
For testing labs, I've seen sellers have success with:
- SGS Canada
- Intertek Canada
- Bureau Veritas
Pro tip: Many sellers don't realize that if you already have US documentation, sometimes these labs can help you "bridge" the compliance requirements for Canada with less additional testing needed.
🚨 Important: While waiting for compliance, make sure to:
- Temporarily deactivate your listing
- Keep all documentation from your testing lab
- Save communication records with Amazon
Have you already reached out to Seller Support about timeline extensions while you get the testing done? They can sometimes be flexible if you show you're actively working on compliance.
If you have a case ID with seller support already resolved, let me know so I can check on the next steps.
Christine.

The compliance that Amazon is looking for doesn't apply to the product. We have confirmed this with the brand owner and the laboratories. It is not required to sell these kinds of products in Canada.
This is likely going to shut down possibly 25% or more of Amazon's catalog in Canada by requiring safety testing on product container labels that don't exist. Amazon needs to fix this glitch now. Their AI with all the false flags is going to cost Amazon a lot of money in lost sales and provide their customers with a poor buying experience since they need to go elsewhere to buy the products.
It is not a federal government of Canada requirement. We have checked with the correct agencies already. It is a HUGE MISCLASSIFICATION ON AMAZON'S PART as what they are asking do not apply to our products. You only require front and rear pictures of the product labels with the hazard pictograms, in English and French, and the product MSDS sheet. These are HUGE MAJOR BRAND NAME ITEMS that have been sold in Canada for years in many stores. These are not imported/offshore products.
OUR CONTACTS AT THE BRAND OWNERS ARE JUST AS CONFUSED AS WE ARE! THEIR PRODUCTS ARE ALREADY CERTIFIED FOR SALE IN CANADA AND HAVE BEEN FOR YEARS!
Case ID: 17453972471 and 17547367321.
I have 119 other cases to make for the same issue. But need to figure out how to get this one solved first.

Yes @Christine_Amazon , I have once again contacted the laboratory and they say that the testing requirements that Amazon is requiring does not apply to the product. They do not know how to test or what Amazon is requiring, because what Amazon is requiring for these products seems to be made up and does not exist, and is not required for sale in Canada.
Seller_7LrAV0m5llaI7
However, since you mention that you have contacted already the Labs, I am wondering if you have that in written? So we can use that as evidence and escalate this situation.
Christine.
@Christine_Amazon
Its common sense that automotive paints and diesel fuel additives are not "Consumer Containers for Children".
It has absolutely NOTHING TO DO WITH CHILDREN! DO WE HAVE TO PAY A LABRATORY TO HAVE THEM SAY, YES, THIS AUTO PART IS NOT A CONTAINER FOR CHILDREN?
If Amazon actually had a human reviewing this, then they would easily see that it was classified wrong. We may have to go to the MEDIA with this. It's ridiculous. Amazon needs to employ people in their compliance document that understand English and common sense of what the product is.
Let's all work together and get this solved before the deadline, otherwise Amazon is going to lose 25-40% of their Canadian sales catalog due to this AI automated misclassification, causing a disruption and poor buying experience for Amazon's customers as they will have to purchase these fully legal products in Canada elsewhere, and causing a huge loss of profits for Amazon.
LETS GET THIS GLITCH FIXED BEFORE IT AFFECTS THE MARKETPLACE!

I have seen 2 of our listings clear off and are "no longer requested", but those were done by our competitors, not us. Not sure how they got it solved.
Seller_7LrAV0m5llaI7
Hi @Christine_Amazon
If you or Amazon wants us to pay a lab to write 121 letters that each of the 121 ASIN's is exempt from testing, please PM me and I will send you our banking info (or you can just look it up on our account where our disbursements go) so that Amazon can prepay for proof that the items are not classified in that category of testing.
As it is not a Canadian Federal Government requirement to sell this product in this country, if Amazon wants to keep their listing's active, it'll be on Amazon to fix this glitch or pay for the testing so that Amazon's customers do not have a poor buying experience after May 22nd and have to go elsewhere to competing marketplaces to buy the item.
Seller_7LrAV0m5llaI7
That is correct. It's requested to all sellers, but the first one to upload the information or get it removed from compliance helps out all sellers.
We have been told the same thing. I agree. This is going to wipe out probably 25-35% of the Amazon Canadian Catalog due to AI misclassifying this testing that is not required.
@Christine_Amazon you really need to escalate this issue.
If there isn't a report required, we are supposed to appeal, and then the compliance department confirms that and closes off the requirements.
The problem is, it's now all run by AI.
@Christine_Amazon, do you understand the seriousness of this situation?
Your AI is requiring "testing" that is not required and can not be tested. The standards number SOR/2001-269 you keep linking to is a "standard", not a "requirement" and not a "test". It can't be tested with that number because TESTS DON'T EXIST!
Seller_7LrAV0m5llaI7
The times I have seen this happen in the past, the listing is dead for all sellers, it will not even show up. You just get the Amazon "dog not found" page when you click on the listing. not available to view or purchase for anyone.
If I don't successfully appeal or submit documentation by the deadline will my account health rating collapse and I'll be suspended for everything including unrelated products that we list?
The times I have seen this happen in the past, it does not affect account health. It is in a separate column on the account health page, and there is no "account health rating impact" column on the compliance page. The listings disappear for a couple weeks and then it all gets reversed.
But i'm not certain that it's going to get reversed this time. As you said above, the regulations require a "responsible person"
And there doesn't appear to be any responsible people working at Amazon support these days.....
We have too. However an interesting thing I've noticed, the stuff we send into FBA mostly isn't on that list, because I've had to upload MSDS sheets and get it classified as FBA fulfillable dangerous goods in the past, so Amazon has all that safety information on record already. Those never came up on the compliance list.
But all our FBM orders that we've never sent into FBA due to it not being cost effective to do so, got hit with this.
The FBA stuff that got hit with this is not FBA Dangerous goods.
It's really strange how they DON'T want this info for HAZMAT/DANGEROUS goods that has been at FBA before, but NON HAZMAT / DANGEROUS GOODS items they want testing for that doesn't exist.
There is a glitch somewhere, a failed implementation. @Christine_Amazon, you need to escalate this above the compliance team to leadership.
Seller_7LrAV0m5llaI7
Yup so if Amazon wants us to spend $78000 on products that are already legal for sale in Canada, @Christine_Amazon just send us the money in a disbursement (120 items x $650) and we will get those letters done for you
