I aldready change the payment details on my account twice but still appear unable to charge. I have checked the payment details and everything was correct. Please help me resolve this problem asap.

Made sure you have a CREDIT card listed, not a debit card, not a prepaid Visa. When you change it, wait for a while. When Amazon says something will happen in 24 hours, it usually means at least three days.
You can also try changing the credit card information first in your buyer account, wait for it, then change in your seller account. I don't know why this sometimes helps, I just know several sellers who have had it work.
