Probably because your items are in fc_processing status. That usually happens for us when we start selling a new-to-us product, or if Amazon has questions about the units. Official policy is that items are in fc-processing for only a couple of days. But we've known it to sometimes take weeks with individual units trickling into sellable inventory.
And no, Amazon doesn't care about whether or not you can pay your bills or not. They are doing business with another business. Period.
