Product assurance – Selling children’s toys in Canada

Amazon’s policy on selling children’s toys in Canada

In Canada, all toys intended for use by children 14 years of age and under must meet federal safety standards, as indicated in the Canada Consumer Product Safety Act (CCPSA), including:

As a seller of children’s toys in Canada, Amazon requires toy safety information and documentation to confirm that your products meets the applicable standards for safety. Health Canada provides guidance for businesses on how to comply with these requirements.

How to obtain approval to sell children’s toys

Amazon’s policy requires all toy sellers to have the safety documents listed below. Upon request, you must promptly submit the required safety documentation:

Product Tests shows that the product meets the following Canadian standards
Toys for children under age 14

Canada Toys Regulations (SOR/2011-17),

Consumer Products Containing Lead Regulations (SOR/2018-83), Phthalates Regulations (SOR/2016-188),

Surface Coating Materials Regulations (SOR/2016-193), age grading, applicable safety warnings (e.g., small parts), and warning/tracking labels

Compliance with additional standards may be required depending on the type of toy being listed.

Note: Test report(s) must include age grading, applicable safety warnings (e.g., small parts), and images of the tested product(s), including packaging and warning/tracking labels. The information from the test report(s) must match the information in the detail page(s).

How to submit information

If you receive a request from us for compliance documents, complete the following steps to submit the requested information:

  1. In Seller Central, select the Performance tab and choose Account Health.
  2. Under Manage your compliance in the bottom right corner, click Product Compliance Requests.
  3. To add compliance or appeal for a single product, click Add/Appeal Compliance. To add compliance or appeal for multiple products, select each product on the left hand side of the product and click Action Selected Products at the top of the product requirement table to make a selection about how you would like to submit documents and information.
  4. Provide compliance documents and information in the Provide Documents section, or provide appeal information and documents in the Appeal Request section.
  5. Click Submit for Approval to send your submission for review by Amazon.

Note: Test reports must contain images of the tested products that are sufficient to demonstrate that the product tested is the same as the product listed on the detail page.

Labs you can use to obtain test reports

You must provide toy safety documentation from an ISO 17025-accredited testing laboratory confirming each product was tested to the requirements. Health Canada provides guidance for businesses on how to comply with these requirements.

Consequences for policy violations

Violations of Amazon’s policies for selling children’s toys in Canada may result in, but may not be limited to, the following actions:

  • Cancellation of the listing
  • Suspension of selling privileges
  • Cancellation of selling privileges

These potential consequences are in addition, but not limited to, the consequences allowed by any agreement between Amazon and the selling partner. Amazon reserves the right to make judgments in its sole discretion about whether or not a listing is appropriate.
